Frimley Health and Care Integrated Care System Accessibility Statement

This statement applies to the website fhac-archive.frimley.icb.nhs.uk. This is run by NHS Frimley Integrated Care Board. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know from accessibility reports that parts of our website are not fully accessible. For example:

  • Some of the colour contrasts across our website are not as sufficient as they should be
  • Some tables do not have row headers where needed, so cannot be navigated using the headers
  • some older PDF documents are not fully accessible to screen reader software
What we are doing to improve accessibility

We are aware that our current website does not provide full accessibility for all users. While we are working to improve this, we are also in the process of decommissioning this site. Over the next six months, content will be moved to www.frimley.icb.nhs.uk.

The Frimley ICB website is currently undergoing a full redevelopment to meet the latest accessibility standards, with the new site expected to launch by the end of the year.

In the meantime, we will continue to carry out remedial work to improve the accessibility of this website where possible.

Use of Colour - WCAG 1.4.1 Use of Colour:

  • Links must be distinguishable without relying on colour.

ACTION: Work is underway to ensure links are distinguishable and meet accessibility standards however whole scale compliance may not be possible. This site is due to be decommissioned by December 2025. Please see the below section ‘disproportionate burden’.

Colour contrast - WCAG 1.4.3 Colour contrast

  • There are multiple issues with poor colour contrast within the website, particularly in menu buttons, in the footer and within images.

ACTION: Work is underway to improve the colour contrasts within the website where possible however whole scale compliance may not be possible. This site is due to be decommissioned by December 2025. Please see the below section ‘disproportionate burden’.

Images of Text - WCAG 1.4.5 Images of Text (Level AA)

  • There are multiple images of text across the website that do not comply with accessibility regulations.

ACTION: This site is due to be decommissioned by December 2025. Please see the below section ‘disproportionate burden’.

Animations, videos and carousels - WCAG 2.2.2 Pause, Stop, Hide

  • The carousel at the top of the homepage and the slick slider under 'Latest News' do not meet accessibility requirements due to no pause buttons available for website users.

ACTION: We have been unable to resolve this problem due to issues with the old content management infrastructure of the website. This site is due to be decommissioned by December 2025. Please see the below section ‘disproportionate burden’.

Focus Visible - WCAG 2.4.7 Focus Visible (Level AA)

  • Issues have been discovered when tabbing from the magnifying glass icon, due to hidden links within the carousel banner. The focus is not visible after tabbing from the magnifying glass icon on the homepage.
  • Issues have also been discovered with the radio buttons under the carousel and the 'Latest News' slick slider.

PDFs  

ACTION: We are implementing new guidelines for staff creating documents for the website to ensure they meet accessibility standards going forward however whole scale compliance may not be possible. Disproportionate burden

The ICS website is scheduled for decommissioning by December 2025. As such, we do not have the budget to invest in full compliance for a platform that is nearing the end of its lifecycle. Achieving compliance would require a complete upgrade and rebuild of the website’s content management system, alongside dedicated web development and staff resources.

The estimated cost to bring the site up to compliance standards exceeds £20,000 - an investment that is not justifiable given its limited remaining use. A more cost-effective and sustainable solution is to migrate the website's content to our accessible ICB website (www.frimley.icb.nhs.uk), allowing us to meet compliance requirements within existing budget constraints.

We will, however, continue to look at fixes that can be done within budget to help improve accessibility.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. Further information about the accessibility of our PDFs is available under the 'non-compliance' and 'disproportionate burden' headings.

Live video

We do not host live video streams on this website. Therefore we do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.

Preparation of this accessibility statement

This statement was prepared on 14th April 2025. It was last reviewed on 27th May 2025.

This website was last tested on 31st March 2025 against the WCAG 2.2 AA standard.

The test was carried out by NHS South, Central and West Commissioning Support Unit. The most viewed pages were tested using automated testing tools by our website team.
